In June 2008, the Hangzhou Municipal Party Committee and the municipal government proposed the grand concept of building "Ten New Cities" along the Qiantang River. The construction of the "Ten New Cities" is a deepening and enhancement of Hangzhou's strategy of "urban expansion to the east, tourism development to the west, development along the river, and development across the river." Hangzhou will transition from the traditional urban pattern of "three sides of clouded mountains and one side of the city" to a new urban pattern where "a river of spring water flows through the city."

In the planning and design of the Binjiang New City, the advantage of high-tech industrial resources will be utilized to build a new urban area that integrates urban functions such as residence, business, shopping, and entertainment. High-tech will be applied to urban construction, management, and the creation of a livable and business-friendly new district. To this end, the overall planning strategy will shape a characteristic urban structure with one belt, two centers, and three districts within the area.
Urban Ecosystem
Binjiang New City integrates with the Baimaqiao Ecological Creative Garden to form five green landscape axes that extend from Baimaqiao Lake, providing ecological corridors for the city to breathe. The widened rivers within the urban area converge into lakes in some areas, which not only create beautiful urban landscapes but also purify the river water that flows through, while also forming a favorable regional microclimate. In terms of architectural design, some buildings along the river will adopt the bottom lifting approach, allowing air to circulate at the ground level to avoid the screen effect. The buildings are combined into a courtyard-style layout, using roofs, balconies, and courtyards to form a continuous small ecosystem.
Urban RBD Residential and Business Integrated Area
In this area, the blocks are concentrated with hotels, entertainment venues, novelty and gift shops, while the towers in the blocks are mainly for residential and business offices. The mixture of these two functions makes the blocks more vibrant. The Binjiang Residential and Business Center primarily targets the high-quality shopping, office, and residential needs within Hangzhou City, gathering various supporting facilities. Specialty coffee shops, antique shops, theaters, service stations, amusement parks, and more are scattered throughout, highlighting the unique lifestyle of the urban RBD. This area will create a 24-hour city in Hangzhou. Due to the special geographical location, the building height in this area will break through, forming a high-end urban complex with a group-style, staggered height, and a well-balanced landscape environment.
