In 2012, IAPA, in collaboration with the Guangdong Provincial Institute of Architectural Design, won the first prize in the international competition for the planning and design of the Xi'an-Xianyang New District Energy Center with the concept of "Modern Eco-Agricultural City".
The Xi'an-Xianyang New District is located in an important linkage area between Xi'an and Xianyang, serving as the intersection of urban expansion for both cities. Under the background of "Xi'an-Xianyang Integration," it has significant development opportunities. The Wei River, Jing River, and Feng River, the three major water systems, flow through the area, making it ecologically rich in water systems. Historical relics from the Zhou, Qin, and Han dynasties are scattered throughout the region, with a profound accumulation of historical and cultural heritage.
1. Vitality Source - Create 5 major urban complexes in the initial core functional area to drive the development of multiple secondary urban service centers;
2. Connecting Fengwei - A central water island filtration belt that purifies water quality and 4 ecological landscape waterways. Combining topography, it forms multiple artificial water islands centered on the Fengwei Delta, with dense east-west rivers naturally filtering the polluted water quality of Fengwei, forming 4 main permeable ecological filtration waterways for water purification;
3. Experiencing the Pastoral - A 5-square-kilometer shared pastoral green belt, connecting the green heart, interspersed with urban pastoral belts within urban clusters, experiencing the "pastoral city" lifestyle, while planting production crops to meet some of the agricultural product consumption needs within the area;
4. Connecting Cities - Four major roads, traffic loops, and two rail tracks are closely integrated with Xi'an and Xianyang;
5. Appreciating the Qin and Han Dynasties - A management committee building that integrates the high-platform imagery of Qin and Han cities and the moat concept, an energy building with the metaphor of a soaring dragon, two commercial service landscape belts that reflect the traditional architectural style of the Qin and Han Dynasties, providing a traditional experience within the energy new city; A landscape belt connecting the Jianzhang Palace with the Qin and Han Imperial Mausoleum scenic belt, offering leisure experiences between cultural relics.

Core Area Management Committee Building
The Xi'an-Xianyang New District Management Committee building adopts the form of the square city of the Qin and Han dynasties. The bottom podium is designed with the high-platform style of the Qin and Han period, housing the citizen service center. The ground level is an open square for public activities and an ecological leisure service belt that runs through the central axis, closely connected to the underground metro public transportation. The upper part of the tower is equipped with offices for the Management Committee, high-tech incubators, and creative industry incubators.
The Xi'an-Xianyang New District Management Committee building is not only a complex with multiple functions but also forms a rich urban space by reasonably organizing various functions. It effectively solves the traffic hub problem in the core area, provides a landscape with a broad view and a comfortable office space, and creates multiple levels of public communication spaces such as ground-level, skywalks, and rooftop gardens for citizens.
